Introduction
Climate action has evolved beyond a purely environmental concern to a core economic imperative. Nigeria's national planning has long recognised this intersection, with policies like the National Climate Change Policy and Response Strategy (NCCPRS) (2013) explicitly identifying climate change as a major threat to development. With the Nationally Determined Contribution (NDC 3.0) officially submitted and live, and the National Development Plan (NDP) 2026-2030 (now Renewed Hope Development Plan) actively being drafted (as the successor to the 2021-2025 plan), Nigeria faces a critical task: to fuse these two blueprints into a single, unified national strategy.
This webinar moves beyond the concept of alignment to the practicalities of coordination and execution. The discussion will focus on establishing the necessary structures, from harmonised goals and shared MRV systems to cohesive public-private and federal-state implementation mechanisms to ensure that every development investment simultaneously accelerates Nigeria's emissions reduction targets and strengthens economic growth, rather than undermining it.
Objectives
- Harmonise Goals: Define the specific, measurable Climate Goals (NDC 3.0) (e.g., sector-specific emissions cuts) and link them directly to the Development Priorities (e.g., job creation, $1 Trillion GDP target) to create a set of unified national targets.
- Establish an Execution Framework: Outline a roadmap for designing and financing synergised programs, projects, and a unified Monitoring, Reporting, and Verification (MRV) system that serves both climate objectives and development priorities.
- Coordinate Implementation: Identify clear, actionable strategies to improve coordination between Federal and State governments and between the Public and Private sectors to ensure unified, measurable, and effective implementation of the merged climate-development agenda, focusing specifically on financing mechanisms that attract private capital.
