APRI’s Economy and Society programme has commissioned experts in Senegal and Ghana to analyse how the recent elections and changes of government in Senegal, Ghana and Germany-three countries where recent democratic elections and changes of government open up potential opportunities for new modes of partnership might open policy space to make targeted changes in the German-Ghanaian and German-Senegalese relationships and cooperation. They were asked to address the following questions, among others:

  • Identification of possible changes: What are the key policy changes or other conducive activities Germany could undertake to increase policy space and therefore democratic space of the new Ghanaian government?
  • Priorisation: Which of these options would be most impactful, in which way, and why?
  • Political Agency and Contradictions: What are the key changes and trade-offs associated with these for both the German and the Ghanaian governments?
  • Identifying impediments: Which sectoral or parochial interests and internal contradictions are impeding aspects of change and how could interest coalitions for change be formed?

Dr Sokhna Rosalie Ndiaye and Selly Ba (LASPAD) wrote the Senegal paper while Bright Simons contributed the paper on Ghana. Representative, Dr. Bernhard Braune, of the BMZ’s (German Federal Ministry for Development Cooperation) Division 202 Sahel, West Africa I housing the Senegal desk, will respond to the papers, followed by a panel discussion between expert authors and the ministerial representative as well as audience questions. Both offer timely analyses and concise policy options/pathways for reshaping bilateral cooperation in a fast changing global context that requires new modes of partnership.

About the event

This webinar is an opportunity for the authors to present key points of their respective papers. The event offers a rare opportunity to engage in policy-focussed debate about the future shape of German international cooperation, as Germany steps into a new role as the world's largest bilateral donor, while debates about the need to reshape international cooperation intensify.
