Introduction

Ghana's endowment of critical transition minerals (lithium, graphite, manganese) presents a one-time opportunity to diversify its economy and become a key player in the global green transition. In July 2023, the government formalized this ambition through the Green Minerals Policy, a landmark framework mandating local value addition for these minerals before export. This policy does not exist in isolation; it is a central pillar of a broader national strategy that includes the National Energy Transition Framework and the Green Finance Taxonomy (October 2024), all designed to pivot the nation towards a sustainable, low-carbon economy.

Now, over two years since the policy's launch, the critical challenge has shifted from intent to performance. As Ghana navigates a complex economic landscape and the global decline in fossil fuel investments, the core question is: Has this policy been effective?

This webinar will move beyond policy pronouncements to critically evaluate the performance of the Green Minerals Policy. We will assess its tangible impact on Ghana's economic development, its success in catalyzing local industrialization, and its influence on attracting new investments, particularly in the renewable energy sector needed to power this new "green" industry.

Objectives
  • Evaluate the performance of the Green Minerals Policy since its July 2023 implementation, assessing its tangible impact on local value addition, job creation, and economic diversification.
  • Analyze the policy's catalytic effect on Ghana's broader green transition, specifically its success in attracting new renewable energy investments to power a green-industrial base.
  • Examine the policy's synergy with other key government frameworks, such as the National Energy Transition Framework and the Green Finance Taxonomy, in creating a coherent and attractive investment ecosystem.
  • Identify key gaps and necessary adjustments—including the ongoing review of the Minerals and Mining Act, 2006 (Act 703)—to close the 'policy-implementation gap' and ensure the benefits of the green transition are transparently and equitably shared.
