Senior Climate Change Fellow - Nigeria

Dr. Mahmoud Ibrahim Mahmoud is an accomplished geospatial information and Environmental Scientist specializing in satellite remote sensing and Geographic Information System (GIS) applications. He is currently a Senior Climate Change Fellow working on Methane Mitigation and Reduction in Nigeria with the Africa Policy Research Institute (APRI). As a Geo-Informatician and Land Administration Expert, he consults for the Development Finance Institutions such as the World Bank through the Ogun State Economic Transformation Project (OGSTEP). Though currently on leave, Dr Mahmoud with the National Oil Spill Detection and Response Agency (NOSDRA), headquartered in Abuja, Nigeria. At NOSDRA he served as the Head of the GIS Section, Climate Change desk lead and manages analyses data as well mined from the Nigerian Gas Flare Tracker, a crucial tool for detecting gas flares and methane emissions in Nigeria's Oil and Gas sector. He excelled in conceptualizing and implementing geoinformation processes for oil and gas pollution response and management in Nigeria to developing fit-for- purpose Measurement, Reporting and Verification (MRV) systems adaptable to other sectors. With substantial experience in overseeing various GIS and remote sensing projects in a wide range of themes and sectors, Dr. Mahmoud also completed a postdoctoral research fellowship at James Cook University in Australia in 2018. His research interests include emission detection, gas flare, spatial land-use planning, urban ecology, methane emission reduction for climate change mitigation, and environmental sustainability. Currently, he leads a methane mitigation and reduction study in Nigeria, building on a prior "State of Knowledge Paper" on methane emissions.

Dr. Mahmoud holds a PhD in Climate Change and Land Use from Kwame Nkrumah University of Science and Technology, Ghana, and an MSc in Geoinformation Science and Earth Observation from the University of Twente, Netherlands. Accordingly, he has a background in Geography and Remote Sensing Applications. He merges his strong academic foundation with practical expertise, impacting Nigerian government policies, particularly in enforcing compliance to environmental regulations in the petroleum sector, optimizing road infrastructure for environmental preservation and socioeconomic development. Dr. Mahmoud's unwavering commitment to environmental sustainability, climate change resilience, adaptation and mitigation and innovative geospatial solutions consistently leaves a significant mark in his field.
